Jamii Salama Initiative (JSI)

The Jamii Salama Initiative was born from the pressing need to address sexual harassment and create safer, harassment-free environments in public spaces. In Tanzania, many women and children face challenges in public places that undermine their sense of security, freedom, and dignity. This initiative seeks to drive systemic change through public awareness campaigns, educational programs, policy advocacy, designing of safety interventions and partnerships that target sexual harassment and gender-based violence in communities especially in public spaces. JSI is spearheaded by partners including Our Voices Against Harassment (OVAH Tanzania), C-SEMA, Tai, The LaunchPad Digital, Fasat Organisation, Amani Initiative, WiLDAF, and Serengeti Bytes. Our primary objective is to create safer public spaces by challenging the normalization of sexual harassment, changing mindsets and attitudes, and advocating for policies that promote a safer environment for women and girls.

Problem Background and Context

Sexual harassment has become a norm. It is distressingly common for women to be catcalled, touched inappropriately, and slut-shamed. There is a pervasive lack of a culture of consent, with men and the broader community often sexualizing female bodies and violating their autonomy. This unacceptable behavior is prevalent everywhere—in the streets, markets, workplaces, public transit, and beyond.

Results from a cross-sectional study done in 2022 titled Sexual Harassment in Public Transport among Female University Students in Dar es Salaam, Tanzania state that the overall prevalence of sexual harassment on public transport was 88%. Study participants reported the highest levels of sexual harassment (91%). Verbal harassment was the most common form of sexual harassment (95%), and being called names such as baby, sweet, honey or love was reported by most students (78%).
